Two containers of RGB LED modules arrive at a European port in the same week. One clears customs in 48 hours. The other sits in a bonded warehouse while the importer scrambles for missing paperwork. The products look identical. The difference is that one supplier understood EU ecodesign rules before shipping.
What EU 2019/2020 Actually Says
Commission Regulation (EU) 2019/2020 sets ecodesign requirements for light sources sold in the European market. An RGB LED module or strip falls within scope when it can be tuned to emit light with the optical characteristics listed in Article 2(1). In plain terms: if your product can mix red, green, and blue to produce adjustable white or colored light, it is treated as a light source under the regulation.
Key point for buyers: Scope is determined by function, not by product name. A module marketed as "decorative" is still in scope if it can be tuned to the required chromaticity range.
The Alternate-Mode Exception
There is an important boundary. If the control system only switches the red, green, and blue LEDs on and off in sequence—for example, five seconds of red, then five seconds of green, then five seconds of blue—the product is not considered a light source in scope. The moment the channels can be mixed contemporaneously to produce tunable output inside the regulation's chromaticity range, the product becomes an in-scope color-tuneable light source, commonly called a CTLS.
Reference Control Settings
For any in-scope RGB LED module, performance must be reported at "reference control settings." This is the default operating state used to measure power, useful luminous flux, color rendering index, and whether the source is directional or non-directional. Buyers should ask suppliers to state these settings clearly on the technical data sheet, because customs and market surveillance will compare declared values against the measured ones.
Power and Lifetime Calculations
The regulation provides a formula to determine maximum allowable power. Buyers do not need to run the math themselves, but they do need a supplier who can provide the underlying factors.
The L70B50 lifetime must also be declared so the product meets the lumen maintenance requirements of Annex II. If a supplier cannot state this lifetime with supporting test data, the product is not ready for the EU market.
